Public consultations 

As the Australian economy becomes more digital, the way we pay—and expect to be paid—is evolving. It’s vital that Australia’s payments infrastructure continues to adapt to meet the needs and expectation of consumers, businesses and governments, as well as other key stakeholders involved in the processing of payments.  

To help shape the future direction of account-to-account payments in Australia, we're collecting feedback from end users and stakeholders through two public consultations:   

  1. The future vision for account-to-account payments 
     
    In partnership with Australian Payments Network (AusPayNet), and with the support of the RBA and Treasury, this consultation will collect feedback on the current and future payment needs and expectations of the users of Australia’s account-to-account payments systems.  
      
  2. NPP capabilities and enhancements 
     
    We’re also seeking input on the key capabilities and enhancements needed in the future for Australia’s fast payments infrastructure, the NPP—such as bulk payment processing, standardised payment instructions, and enhanced data capabilities—to support end user needs.

AusPayNet and AP+ are seeking submissions on the current and future payment needs and expectations of the users of Australia’s account-to-account payments systems. Submissions are welcome from all end users, including consumers, businesses, governments, financial institutions and intermediaries involved in payments, and other key stakeholder groups. The responses to the consultation will help shape an industry vision, desired end state and industry plan for the account-to-account payments system, with high-level deliverables and milestones, including clear prioritisation and sequencing.

2. NPP capabilities and enhancements

AP+ is inviting feedback from stakeholders and end users of account-to-account payments to help shape the future capability of the NPP, Australia’s real-time payments infrastructure. We’re seeking input on the features and enhancements that will best support the evolving needs of businesses, government and consumers. This includes areas such as bulk payment processing, standardised payment instructions and enhanced data capabilities. Your insights will help inform the continued development of the NPP as a modern, efficient, real-time payments system for Australia.

What is the purpose of these two consultations?

    Responses to these consultations will be used as an input to the development of the account-to-account payments vision for Australia and the future roadmap development for the NPP.  
Why are these consultations being held now?
The recent RBA Risk Assessment on the planned decommissioning of BECS highlighted the need to establish a clear vision for the future of account-to-account payments.   
AP+ is also seeking input on the key capabilities and improvements needed for the future capability of the NPP to support end user and stakeholder needs. 
When are submissions due?
The closing date for submissions is 31 July 2025.  
Who can respond to these consultations?
Submissions are welcome from all key stakeholder groups and end users of Australia’s account-to-account payments systems, including consumers, businesses, governments, financial institutions and intermediaries involved in payments. 
How can I submit my feedback or response?
Submissions to the consultations should be submitted by 5pm on Thursday 31 July 2025.

Is there a specific format or form I need to use for submissions?
Submissions should be submitted in a Word or RTF format document and should include the name of the person or organisation providing the response and contact details.   
Will my submission be made public?
No, individual submissions will not be published. Any publicly released findings to this consultation will be aggregated and/or anonymised.  
Can I submit anonymously?
To ensure the integrity and relevance of the consultation, we do not accept anonymous submissions. 
Can I respond to only part of the consultation paper, or do I need to address all sections?
There is no requirement or expectation that written submissions will include responses to all the questions contained in the consultation papers.

What happens after the public consultations close?
Responses to the consultation on the future vision for account-to-account payments will help shape an industry plan for the account-to-account payments system, with high-level deliverables and milestones, including clear prioritisation and sequencing.  
 
Responses to the consultation on future NPP capabilities and enhancements will be used as input to the future capability roadmap development for the NPP.
