 Merchant Choice Routing (MCR)

What is Merchant Choice Routing?
When a consumer pays with a multi-network debit (MND) card, the transaction can be processed on either eftpos or an international card network. Most merchants can enable Merchant Choice Routing (MCR), which allows transactions to be routed through their preferred network. This is typically on the lower cost debit network (also known as Least-cost Routing or LCR).  
 
If MCR is not enabled, the transaction is processed on the default card network, which may be more expensive for the merchant. Additionally, if a consumer explicitly selects an account (such as SAV or CHQ on a terminal), or card network (which is available in some digital wallets), the consumer’s choice overrides the merchant’s routing preference.

Why is MCR important for businesses and merchants?
Merchant Choice Routing or MCR can help reduce the cost for businesses to accept debit card payments, by allowing them to send transactions through the lowest cost network. With debit card usage in Australia now representing over 75%1 of all card payments, MCR can help businesses manage their costs. From a merchant perspective, there are no changes to settlement processes or merchant protections. You can find more info here

What is a multi-network debit card?
Many debit cards in Australia are multi-network debit (MND) cards, so they can be used to make transactions through eftpos, or an international card network. A consumer can see if their debit card is multi-network enabled if there’s an eftpos logo on the ‘back-of-card’ and typically an international card network on the ‘front-of-card’. MND cards are sometimes referred to as dual-network debit cards or co-badged debit cards.
How do I put MCR in place?
To get started with MCR or for more information, contact your banking partner, payment service provider, or AP+ relationship manager.
If I want to implement MCR, what questions should I ask my banking partner or payment service provider?
To implement MCR, below are suggested questions to ask: 
  • I’d like to find out about Merchant Choice Routing (or Least-cost Routing) for my business, who’s the best person to talk to? 
  • Do you have a guide to help me understand my merchant statement? 
  • Can you explain how my fees are currently structured, and what I’m paying? 
  • If my fees are bundled, can you break them out so I can see debit and credit separately? 
  • If I choose to route my contactless debit card transactions via eftpos, will I save on fees? 
  • Can we go through a realistic scenario to test this out? 
  • If I want to implement Merchant Choice Routing, will a pricing review need to happen – and is my current structure likely to change?
  • Are my terminals eligible for Merchant Choice Routing? 
  • If not, what will be involved in an upgrade? 
  • If I have multiple terminals, can I implement Merchant Choice Routing on just one of them? 
  • Or does it have to be done across the board? What else is involved in implementing Merchant Choice Routing and how long does it take? 
How much will I save with MCR?
Potential savings will vary depending on your situation, and the terms you’ve agreed on with your banking partner, or payment service provider that enables your card payments.
Are chargebacks available?
Yes. For eftpos transactions, chargeback rights cover the full range of losses required by the  ePayments Code.
Can I expect technical hitches with MCR?
According to the RBA, 75% of merchants2 across Australia already have MCR successfully up and running, with no discernible difference in how things operate for merchants or customers (apart from the benefits).

What if most of my business transactions are credit, not debit?
Currently MCR only applies to multi-network debit cards in Australia – so the savings don’t apply to credit card transactions.
Does the Reserve Bank support MCR?
The Reserve Bank of Australia (RBA) refer to Merchant Choice Routing as Least-cost Routing (LCR), and they have been strongly encouraging the provision of MCR to merchants since 2017. They believe that MCR can directly reduce card payment costs for merchants while also increasing the competitive pressure on debit networks and putting downward pressure on payment acceptance costs across the economy.3 You can learn more about this here.
 
Will customers lose any insurance available by using their card (e.g. purchase protection, extended warranty) if their payments are processed using MCR?
No, they won’t. While insurances on debit cards are very rare, currently available information suggests they are offered at an account level rather than a network level. That means consumers should still be eligible for insurance benefits offered on multi-network debit cards.
How does MCR impact a customer?
When a business or merchant chooses MCR, it doesn’t affect a customer’s checkout experience, the price paid by the consumer for the goods or services, or the customer’s rights (if any) to a refund or return under Australian Consumer Law. The transaction is deducted from the same account no matter which network is selected, and the terms and conditions regarding use of the customer’s card are set out in the customer’s agreement with the card provider. If a transaction is processed through eftpos via MCR, the customer's account is updated in real-time in their online banking.

What is eftpos Click to Pay?
Click to Pay is an online checkout experience that allows consumers to make fast, convenient and secure purchases from any device, without manually entering card details. eftpos Click to Pay is built based on EMV® Secure Removte Commerce (SRC) specifications, and is a global standard for secure online payments.  
 
In a world-first for online multi-network debit card payments, eftpos Click to Pay combines the seamless, secure online checkout experience customers expect, with the added benefit of Merchant Choice Routing (MCR). This gives merchants the benefit of automated routing to the most cost-effective payment network through MCR, helping to reduce the cost for businesses to accept debit card payments.
How do I implement eftpos Click to Pay for my business?

Click to Pay is already implemented with the international card networks - what does eftpos Click to Pay mean for my business?
With eftpos Click to Pay, merchants can opt-in to Merchant Choice Routing or MCR, which allows you to send transactions through the lower cost debit network to help reduce the cost of accepting debit card payments. If a business doesn’t select a preferred network, the transaction is processed on the default network, which may be more costly.  
 
eftpos Click to Pay supports a common integration, helping to simplify the online checkout process for customers, whilst maximising conversion rates for merchants.
What is the Click to Pay customer experience?
Click to Pay offers a streamlined and consistent customer experience, regardless of the payment card, digital channel or device used. Consumers are enrolled in Click to Pay via participating payment card issuers, and once enrolled, a consumer can pay online wherever they see the Click to Pay icon with one-click, removing the need to manually enter card details.
Is eftpos Click to Pay secure?
eftpos Click to Pay is built based on EMV® Secure Remote Commerce (SRC) specifications and is a global standard for secure online payments, so consumers can expect comparable security and convenience to in-store purchases. In addition, eftpos Click to Pay leverages tokenisation technology which replaces sensitive information (like card numbers) with a digital token – this removes the exposure and need for merchants to store card details.

Is Merchant Choice Routing supported with Tap to Pay on iPhone?
For Tap to Pay on iPhone, eftpos Merchant Choice Routing is supported by default on Apple's TTPOI SDK. Payment services providers, banking partners and merchants will decide to enable or disable MCR according to their business requirements.
What are the Tap to Pay on iPhone Kernels approved by eftpos?
eftpos approved Tap to Pay on iPhone Kernel/SDK product for payment services providers and banking partners to integrate to their own payment app (L3):

How do I use Tap to Pay on Android to accept payments from contactless debit/credit card and digital wallets?
  1. Open your payment service provider’s app on your Android device and initialise the card payment. 
  2. Present your Android device to your customer. 
  3. Ask your customer to tap their card/digital wallets on your Android device. If PIN is required, ask the customer to enter their PIN. 
  4. When you see the payment transaction outcome displayed, the transaction is completed.
 
Is Merchant Choice Routing supported with Tap to Pay on Android?
For Tap to Pay on Android, eftpos Merchant Choice Routing is highly recommended and widely supported. Payment services providers, banking partners and merchants will decide to enable or disable MCR according to their business requirements.
What are the Tap to Pay on Android Kernels approved by eftpos?
eftpos approved Tap to Pay on Android Kernel/SDK product for payment services providers and banking partners to integrate to their own payment app (L3):​ 
 
Until June 2023, Tap to Pay on Android Kernel: Digitsecure, Soft space, Square, MyPINpad have certified their mPOS – Tap to Pay.​

The eftpos Hub

Learn more about the eftpos Hub: a central place where all eftpos transactions from across the industry are processed.

What does it do?
The eftpos Hub is a central place where all eftpos transactions are processed, no matter where they’re made across Australia. It’s designed to handle all sorts of eftpos payments, including online, contactless and mobile payments – and even ATM transactions. The eftpos Hub maintains high availability while also conducting regular releases, changes and processing millions of transactions every day.
Why was it created?
Before the eftpos Hub was created, these transactions were processed via a network of complex bilateral links between financial institutions and merchants. By replacing this network with a single hub, we’ve made it much easier and quicker to upgrade the network and add new capabilities. With the eftpos Hub, it’s much easier for Members to make any system changes needed (such as products upgrades), as these can now be done once via a single eftpos Hub link – rather than with multiple changes on numerous bilateral links.

eftpos Settlement Service (eSS)

The eftpos Settlement Service (eSS) makes payment settlement processing easy and efficient for eftpos Members.

What is the eftpos Settlement Service (eSS)?
The eSS is a system that allows all of a Member’s eftpos transactions to be processed in one central place: the eftpos Hub. It has been designed to make the payment settlement process easy and efficient – especially when Members are managing industry change. 
How does the eSS work?
eftpos determines the multilateral net settlement obligation for each Member, and initiates the settlement of those obligations through instructions to the Reserve Bank of Australia’s (RBA) Information and Transfer System (RITS). In doing so, it allows all inter-bank transactions to be settled easily and simply.
How does the eSS benefit eftpos Members?
Essentially, it removes legal complexities from the settlement process, driving efficiencies across Members’ internal business operations. 
Who can take advantage of the eSS?
All foundation and most new eftpos Members are now using the eSS to process their eftpos CHQ and SAV transactions.
What else does the eSS do?
eSS also manages the movement of funds for closed disputed transactions, streamlining the process for dispute management.

Digital wallet payments

How do I start using a digital wallet?
You’ll need a mobile device that is enabled with a digital wallet, and your bank will need to be signed up with the right method for your device (for example, Apple Pay if you have an iPhone). You’ll then need to connect a debit card to your digital wallet. The good news is that the vast majority of Australian banks and financial institutions are now offering Apple Pay, Samsung Pay, and Google Pay.
How do I pay with eftpos on my my digital wallet?
If your debit card has an eftpos logo, payments made with your digital wallet may be routed through eftpos. This is because merchants can now choose the card network their transactions are processed through (unless you’ve opted otherwise), so transactions may be reflected in real-time in your online banking.

Some digital wallets may allow you to choose the preferred network. If this is enabled and you’re with a participating bank, simply add your debit card to your digital wallet, and choose eftpos as your default payment method before you tap. 
How secure are eftpos payments with my digital wallet?
Very! That’s because payments made using a digital wallet are tokenised, which replaces sensitive data like your card numbers with a digital token. This token can be used for transactions but is useless if stolen, protecting sensitive card data. So you can be confident your card details are never shared. 
How do I change my default payment method to eftpos options in Samsung Pay?
You can disable mobile payments, without needing to cancel your physical cards.

How much can I spend using my digital wallet?

How do I change my default payment method to eftpos options in Samsung Pay?
Open Samsung Pay, select your card, then select eftpos. If eftpos isn’t coming up as an option, you’ll need to remove your card and re-add it. Here’s what to do:
 
  • Open Samsung Pay
  • Tap Menu, then tap ‘Cards’
  • Select the card you want to remove and tap ‘Delete Card’
  • Enter your Samsung Pay PIN
  • Tap ‘Add Card’ and follow the prompts.
  • Once you’ve re-added your card, the eftpos network will be available and you can pick eftpos from the Payment Methods.

On my iPhone:
  • Open your Wallet app, tap the + sign and follow the prompts.
On Apple Watch:
  • Open the Apple Watch app on your iPhone.

Where can I use eftpos and Apple Pay?
You use Apple Pay anywhere contactless payments are accepted, using your iPhone or Apple Watch. You’ll need to authenticate your purchase with Face ID, Touch ID or your device passcode. You can find more info on using Apple Pay here.
Exactly how do I use Apple Pay at the checkout?
Just follow these simple steps (and if you need more info, you can find it right here).
 
To use Face ID on iPhone:
  • Double-click the side button. Glance at your screen.
  • Then, hold your iPhone near the contactless reader.
To use Touch ID on iPhone:
  • Simply hold your iPhone near the reader with your finger on Touch ID.
  • For more info on using Apple Pay, visit the Apple website.
To use Apple Watch:
  • Double-click the side button.
  • Hold the Apple Watch up to the contactless reader.
How secure is Apple Pay?
Apple Pay was designed with security and privacy in mind. When using eftpos on Apple Pay, the actual card numbers are not stored on the device or Apple servers. Instead, a unique Device Account Number is assigned, encrypted and stored in the Secure Element on your device. This means no one ever sees your personal info. Disputes & chargebacks

Understand how to dispute an eftpos transaction.

What’s a dispute (and is it the same as a chargeback)?
A dispute is when you want to challenge an eftpos transaction – usually when you don’t think you’ve been fairly charged. For example, you might want to raise a dispute if:

  • You don't recognise the merchant
  • You were charged twice for the same goods / service
  • You paid for goods that you didn't receive
Disputes are also referred to as ‘chargebacks’ – the terms are used interchangeably.
How do I raise a dispute?
Your first port of call is your bank (whoever issued the card connected to the transaction). You will have a certain number of days from the date of the transaction to raise the dispute, so do this as soon as you become aware of a potential issue.

What is eftpos Click to Pay?
eftpos Click to Pay is an online checkout experience that allows consumers to make fast, convenient and secure purchases from any device, without manually entering card details.  
 
If your debit card has an eftpos logo (typically shown on the ‘back of card’), Click to Pay payments you make may be processed through eftpos. This is because merchants can now choose the card network their transactions are processed through, so transactions may be reflected in real-time in consumers’ online banking.
Where is eftpos Click to Pay accepted?
Consumers can check out with eftpos Click to Pay at participating merchants, wherever you see the Click to Pay icon and eftpos brandmark. Click to Pay symbol
How do I shop online with Click to Pay?
  • Enter your Click to Pay email and phone number at checkout 
  • You’ll receive a one-time code from an international card network or eftpos 
  • Choose “skip verification” on your trusted devices & skip this step for future purchases from the same device and browser 
  • Choose your preferred card you want to pay with, then confirm payment.
Why do I get an eftpos Secure prompt during checkout?
For added security, you may receive an eftpos Secure (EMV 3DS) prompt that requires your authentication. This helps to ensure the security of the purchase and protect your card against checkout unauthorised use.
Why am I receiving a one-time code on my phone/email?
For added security, a one-time code may be sent in some instances to your phone/email to verify your identity.
Why am I not able to log in with the one-time code I received?
The one-time code may have been entered incorrectly or has expired, try logging in again.
Is eftpos Click to Pay secure?

You may not need to do a thing as your bank may automatically enrol you and your eligible cards into Click to Pay, which will include eftpos if your debit card has an eftpos logo (typically shown on the ‘back of card’). Otherwise, you may be able to set up your Click to Pay profile in your online banking.
What cards can I link to eftpos Click to Pay?
If you have a multi-network debit (MND) card with an eftpos logo (typically shown on the ‘back of card’), this is eligible for linking to eftpos Click to Pay, and payments you make may be processed through eftpos.
How do I manage my eftpos Click to Pay profile?
Participating banks may allow you to manage your Click to Pay profile in your online banking. This includes adding/removing linked cards in your Click to Pay profile and deleting your eftpos Click to Pay profile. If this option isn’t available in your online banking, contact your bank or financial institution to find out how you can manage your profile.
Who do I contact for support, or if I have an issue with my card?

Who do I contact about a purchase?
For support about a purchase including, disputes, returns and refunds, contact your bank or financial institution.
How long does it take for an existing eftpos Click to Pay session to expire?
The eftpos Click to Pay session will expire if the browser window is closed or after a period of inactivity. If this happens, you will need to start your session again and select to pay with eftpos Click to Pay.
